With the “eye-for-an-eye” policy, Lincoln declared that Union soldiers would execute a Confederate soldier for every black prisoner who was shot. The policy, known as General Order No. 252, lent powerful support to the Emancipation Proclamation. It attempted to guarantee the equal treatment of black and white prisoners of war, not long after Lincoln had declared slavery illegal.
